Is Planning Permission Required to Install Skylights & Rooflights?
In some cases installing skylights or rooflights will be allowed under "permitted development". In other cases, it will depend on a variety of factors, some pretty obvious, others fairly obscure.
For example: You may need planning permission if any point on the newly installed skylight or rooflight will peak above the established height of the roof. You may also need planning permission if the skylight or rooflight will protrude more than 15 cm above the roof line (as opposed to the roof height).
More obvious reasons why you may need planning permission include if the house or building the business is in is a Listed Building, or if it is located in a designated Conservation Area.
